make sure that every user of the app reads through the terms and condition of it and gives their approval to it so they can use the application.

So that ...

the user understands the text and all the legal things (such as GDPR) is included in it and our back is secured legally.

I know I'm done when ...

the user is new and starts using the service, before the user can do anything (like add marker in the app), the app pops-up the terms and conditions. User can not do anything in the app without reading through and accepting the terms and conditions.
