The owner is able to filter content submitted by users and has the ability to ban malicious or badly-behaving users from the platform.

Having an admin interface for deleting posts would probably partly answer to this requirement. Implementing a registration system, which identifies users and prevents non-registered users from adding anything to the page, would further help with moderation.
